Groundbreaking has been scheduled for downtown Warren's
riverfront townhouses.
Warren Mayor Mark Phillips said on Friday that a groundbreaking
will be held for the townhouses, which will be known
as The Landing at Breeze Point, at 11 a.m. on Monday,
Aug. 8.
The ceremonial groundbreaking will be held near the
gazebo at Breeze Point Landing.
Construction of the townhouses was delayed by construction
of the Hickory Street Bridge because the area where
the townhouses will be built was being utilized as a
staging area by the bridge contractor.
With the delay, Phillips said he is uncertain how much
actual construction will take place during the current
construction season but said, "We may be able to
get the foundation in."
Originally, the townhouses were to consist of three
buildings. However, after public concerns were expressed
about the townhouses limiting access to the riverfront,
the developer, Susquehanna Development, and architect
Thomas Harley revised the plans. The units were consolidated
into two buildings, rather than three, and the townhouses
were moved back approximately sixty feet from the original
building site.
The townhouses will be on the second and third floors
of the buildings, with garden apartments located on
the lower level.
The price of the townhouses has yet to be determined.
The Pennsylvania Housing Finance Agency will provide
funds for those whose household income is less than
115 percent of the state's median income. The funds
may be used to cover down payments and closing costs.
The garden apartments will rent for $595 (one bedroom),
$695 (two bedroom) and $795 (two bedroom, with balcony.)
Applications for the townhouses are available at the
city offices at the Warren Municipal Building. The applications
will allow the prospective owners to determine if they
qualify for special financing.
