Planners taking look at housing projects

Warren planners will be taking a closer look at two proposed elements of "Impact Warren" this week.

The City of Warren Planning Commission is scheduled to take a more detailed look at both the riverfront townhouses and Liberty West - another housing project to be built on the southwest corner of Pennsylvania Ave. and Liberty St.

David Hildebrand, planning and development administrator for the city, said that city planners are essentially "starting from scratch" in determining how to subdivide property where the components of "Impact Warren" such as the townhouses, Allegheny Point and Liberty West will be built.

"A lot of the property was vacant lots or parking lot," said Hildebrand. In the case of the townhouses, Hildebrand said city planners will be deciding how best to subdivide the property along the Allegheny River where the three condominiums will be built.

"Coming across the section starting north of the gazebo, a piece has to be cut out because it's intertwined with the parking lot," said Hildebrand. In the case of Liberty West, Hildebrand said planners will be looking at the site plan for the new building, an architect's rendering of the building as well as the basic layout.

Blueprints for "Impact Warren" also detail the widening of lower Liberty St. into a boulevard. Liberty West will be a five story building which will house a bank, retail stores and three floors of apartments.

The first floor of Liberty West will house 2,500 square feet of office space for County National Bank, with drive-up lanes and an ATM machine in the plans.

Liberty West will include retail space as well as 18 to 24 market rate apartments which will be open to anyone, regardless of age or income. The building will be four stories high in the front and five stories high on the side facing the Allegheny River.

The riverfront condominiums will include 16 town houses and eight rental garden apartments on the lower level.

Construction of both buildings is expected to begin this year, although construction of the townhouses hinges on completion of the Hickory Street Bridge. The bridge contractor is using the property as a staging area during construction, which is expected to continue until late spring.

The planning commission's review of the plans will be held at the municipal building, beginning at 7:30 a.m. Wednesday.
